Honda's new PCX scooter features an “idling stop system” which shuts the engine off automatically when the scooter comes to a complete stop. It is powered by a 4-stroke water-cooled 125cc single cylinder engine that can run 53 km per liter.

The scooter, which will be manufactured in Thailand, will sell for 299,250 yen.

Scooter refers to the vehicle design, and not the engine size. Honda has a 600 cc scooter too...

In this case, from what I can make out from the photo, it seems some kind of fusion design, halfway between bike and scooter.

Sorry, but on all four of your points, you are incorrect.

They did actually decide to test the emissions of the idle-stop vehicles and overall these vehicles are more environmentally-friendly than regular ones.

The starting is automatic when the accelerator is revved (or, in the case of buses, the pedal is pushed) so there is virtually no delay.

The engines have been designed to be stopped and started.

Failed starts would be like any vehicle breaking down i.e. it may happen once in a while when there is a fault.

They do Honda uses a similar strategy on their hybrids. In fact, most hybrid-electric cars turn the engine off at idle.

Those scooters are called big scooters. And yes, they are still considered scooters.

lovejapan21- yes, you need a license! you can either go to j-driving school or to save $$, you can just take the test at menkyo-center (license center), in this case, it takes a couple of weeks before you get an actual license even if you pass the test.

there is no point of stopping engine at traffic light. It creates more problems than it solves.

When you start the engine the initial rev eats more gas than when it idles for 1 minute. This will delay traffic flow as everyone will have to start engines when light turns greeen. It will wear out the engine quicker. Potential breakdowns resulting will failed starts will cause traffic jams and driver frustration.
