Available for pre-order and set to go on sale for 1,980 yen in October, this backpack attachment allows you to clip your umbrella making it easier for you to get around and to walk around hands-free.
All it takes is four easy steps: First, you’ll need to clip the attachment onto the backpack strap, then take the detachable knob and fit it to the width of the umbrella’s bar, connect it to the attachment and you’re good to go.

Nice idea for light rain while walking in a wide open space without crowds of people or aimless oji-sans walking by when there is no wind to contend with.

In which case, I put up my water-resistant hood. I never understood the Japanese aversion to hoods (although rap-fashions have made them somewhat more acceptable). I remember my girlfriend saying "kowai" when I resorted to a hood on a rainy day a while back.

You know, this could be worn during sunny days, as a sun parasol. Raincoats wouldn't do you much good.
The biggest problem is that it is not a convenient solution. You have to buy an awkward rucksack with fittings to keep the umbrella stable. You can't use just any umbrella, but the one that comes with the rucksack.
The answer is suitable, but the solution is overengineered.
