Technically you're correct, but people don't separate it that way. They separate by, for example, 80's (1980-1989), 90's (1990-1999), and 00's (2000-2009).

Somebody better tell these "journalists" that the "Decade" they're implying (e.g. the first decade of the twenty first century) doesn't end until the END of 2010. Of course, the way the word "decade" has been thrown around, it's not really specified, meaning that they could theoretically have all these "in the past decade" stories every single year and still be technically correct.
