Does he really think people don't notice he's lying?

The US Constitution details how laws are supposed to be made and implemented, and nowhere is there mention of shutting down the government as a way to force the other side to cry "Uncle!"

Republicans invented the government shutdown, back in the 1970s, and I wish it had been declared Unconstitutional by the Supreme Court. The idea that when one political party or the other does not have enough votes to get their way, they are entitled to shut down the government in blackmail, is a tactic that has been used exclusively by Republicans, but not to the advantage of the American people.
