It means more and more American will be detained abroad, many countries still have strict rules about this substance. No matter in what form. Either they do it on purpose or not.

Why are the current U.S. powers-that-be going out of their way to make marijuana accessible and legal? Why are they encouraging it?
Why is it seen as a lower-risk substance now, in a way that it wasn't 20 or 30 years ago?
If anything, it's higher-risk. Marijuana is more potent than the weed that the hippies in the 60s and 70s smoked.
Let's face it, the Biden administration is encouraging people to smoke pot. They're encouraging people to get stoned.
They want a larger portion of the population to be pot-addled, with all the negative medical and intellectual impacts that come along with it.
They want that because this is what causes people to be more likely to vote for "progressives" like themselves.
The negative effects of marijuana use are very numerous and well-documented. They're also factually undeniable -- but of course, all the marijuana fans out there will deny them anyway. (Which only evidences the negative impact of pot on the intellect.)
Again, the Biden administration and the left in general want more people to smoke pot.
Because having more inattentive, zoned-out voters benefits them.

Because the conservatives on the right, presumably non-pot smoking, are known for their intellectual rigor and logic.
Case in point?
And also presumably those on the right are known for following the advice of peer-reviewed and vetted scientific evidence?

Too many of them are stuck in a Pollyanna world of over 60 years ago. That 'Reefer Madness' crap is a lie that hardly anyone believes in anymore, just like a 'winnable nuclear war'. Pot can be beneficial if used correctly. It never brings out the 'mean side' in anyone and it's not physically addictive like alcohol can be.
In Canada and the US states where it's legal, it's a good cash crop for farmers. Up in Canada it certainly is for those First Nations farmers, and about time these Real Americans got a break!

The chances that this move is good are high.
