"analysts said that as surcharges usually lag actual fuel prices" ...

What analysts said this? If airlines have any sense they hedge their fuel costs in advance, this is why surcharges lag actual fuel prices.

JAL and ANA already add a 160 USD fuel charge to each international flight. Now they talking about 40% increase in July. If they cannot control the cost of Oil then regulators need to set a minimum fare for each overseas flight. Thats way its across the board and no one can undercut their competitor. And get rid of the these BS discounted flights too. Everyone pays their fair share. I've been on flights where I paid hundreds more than the guy next to me, who wasn't even using his air miles. Airlines are the only ones who do these yo yo price schemes. Southwest air is the most profit airline in the US. No BS discounted flights all the seats are the same.
