Foreigners who live and work there need to pay every time they go out and back into that island?

Kyoto should do the same.

No if you have Kitas you don’t need to pay. That said Bali is now a dump. Moved back to Tokyo few months ago. Over prices everywhere and scam galore. It is disgusting how much things cost there now and even locals aren’t going there. The tax is from the government who just is pocketing the extra. It isn’t helping locals at all. You still need to pay to step out of the car anywhere really. Mold infested accommodations and plastic filled oceans with rubbish all over the beaches every morning. They just bury it until the next day. Try Thailand it’s affordable.

Plus it’s now technically illegal for non married couples to fornicate in Indonesia… agree with the above. Pattaya in Thailand is a much better deal and their weed tours are pretty fun!

In other words subliminally you have to pay to play!
