So how much compensation will Heathrow be paying the airlines, the rest of the travel industry and passengers who are having their holidays and travel cancelled, for failing to accommodate them, and will the CEO be resigning?

The cap was imposed because too many airlines failed to anticipate the increase in demand and failed to staff up their ticket counters, baggage handlers and aircraft ground crews. If you think about the government side of the equation, they have to have airplanes departing at their scheduled times to run a safe air traffic control system. They also are responsible for security and cleanliness of the terminals. If counters are mobbed because private companies that use the facility didn't hire enough staff, if aircraft can't depart on schedule because the ground crews can't turn them around fast enough, if the baggage carousels are mobbed with arriving travelers but the airline employees are not unloading the luggage then the airport staff has to do something until the airlines get their doo-doo together.

I have been through Heathrow four times this last month and no evidence of issues. However, all four of my flights were cancelled by BA! As for staffing, there are no ticket counters in the airport any more. It is all online.
