And the triple-vaxxed double-masked, take 3 PCR tests a day crowd is unlikely to travel to a country that has 50% vaccination.

There are such people? Or is this a fantasy of yours? How many people do you know who take 3 PCR tests in a day? I guess it's possible there are some, but I doubt the number is large enough to affect any decision on tourism by the relevant authorities in the Philippines.

Holiday bookings by Britons shot up when testing-on-returning was abolished, and that is a very nice beach. Most exotic destinations are still closed, so they could be banking some serious cash quite soon.

And hardly any of them are going to go to places like the Phil. And I doubt many tourists from Japan will want to go considering all the fuss and inconvenience just before and upon return.
