If they don't want people to eat outside they should stop shops from selling food in takeaway containers.

Rude and boorish crowds of tourists are a nightmare if you happen to live in an area popular with visitors. People seem to have a lobectomy the monent they arrive - they think where ever they visit is just some kind of theme park for their amusement, not a place where people live and work.

I'm always baffled as to why tourists sit on steps and stairs in public areas? It's nor only rude and obstructive but dangerous.

This is a case of not writing rules in English. Learn from Singapore, dropping rubbish , 50 Singapore dollars fine. Vandalising anything, Jail & fines. There is a saying, in Rome do as the romans do. Maybe, it is the romans that wants money from tourists but doing these kind of blaming.
