Definitely friendlier and more accessible than Tokyo on many levels. Not to mention, less expensive than Tokyo. Tokyo does have many attractions around the city and outside. However, the timing with sometimes confusing train changes makes Tokyo somewhat stressful to get around. From my experiences of getting around Tokyo, when I approach people at train stations and on the streets, people get surprised that I'm asking for directions. That doesn't happen in Osaka or most anywhere around southern Japan.
