Best? London black cabs, but there aren't enough. So my votes would go to Tokyo or maybe Hamburg. The worst is a tough one, but since the only time a taxi driver set me up for a robbery was in Jakarta, I'll vote Jakarta.
Best: London and Japan (excluding Tokyo - which is a honorable mention).
Worst: In descending order: Hong Kong (almost killed me), Taiwan (almost killed me), Singapore (put me in hospital for 2 days), Seoul (scared me), New York, Seattle, SFO, LA, Chicago, Miami, Sydney, then every other city I've ever been to.
I'm guessing things have changed since my last visit 35 years ago. Then taxis would not cross certain streets or go to certain areas.

Worst was probably in China if I tried to tell the driver my destination in Chinese. My pronunciation was obviously terrible. No problem at all if I had the destination written in Chinese.
London Black taxi drivers are the best. They have to do the Knowledge, learn and retain streets and routes in London, before they can get their Hackney Carriage licence.
Depends on what the words best and worst mean to you. During the bubble years in Japan, I couldn't get a taxi to stop for me. The taxi drivers in Peru were pretty bad, they sped all over the place and drove dangerously, but at least they stopped to pick me up.
Best: Japan by far. The drivers must go through months of training to learn the roads before they are even allowed to drive. The cars are clean, and they open and close the door for you! Japan wins by far.
The hacks in London are a bit of a fancy experience and the drivers are lovely if a bit aloof. On the opposite end of the spectrum, NYC cabs are an...experience. I kinda enjoyed it though - the drivers can be entertainingly mouthy and often try to drive through the gridlock like it personally offended them, their mother, and their dog.
The best is the London black cabs. They train for more than five years and must pass an exam. You can go to sleep knowing the driver won't take you a long way around.
Not so in Paris and Rome. Never fall asleep in those cabs. The fare will double.
New York taxis are probably the most entertaining.
