TEPCO headquarters and the Diet buildings should be moved to within eyesight of the land. After all, Abe has said it’s “under control” and the government is “urging” people to return. I think TEPCO and the gov’t should set an example. Besides, the gov’t has been “considering” decentralizing Tokyo for over 30 years. Now is their chance!
The land is only good for the studies of nature taking its course as it does anyway. Look at Chernobyl, It is flourishing even with all the dooms sayers. People can live there. There is no danger. I think my ideas are more relevant than some of the ideas above like putting solar panels on perfectly good land.

I live in Christchurch New Zealand. We have a similar problem following our quakes 7 years ago.
Nearly 2000 homes and buildings were destroyed. We have large areas of empty lands where whole suburbs
once stood. The land is unstable, sandy soils. So what to do?
Our city leaders are reluctant to commit to any projects to help improve our city.
So we wait and wait and wait.
