What is the most effective way to eradicate the sale and possession of child porn?

Simply put more countries need to cover more adequately child porn offenses through legislation and the most effective way to reduce the consumption of child porn is to attach a criminal consequence to the conduct of each participant in the chain, from production to possession. This includes ensuring that child victims have the right to claim compensation from those involved in the production, distribution and possession of offense.

How big is the industry is in terms of dollars? Who are the prime buyers or viewers of these stuffs? That would be detrimental in deciding whether it "needs to / can" be eradicated.

Rather its worth the effort in analyzing why child porn is growing rapidly and prominently in last few years.

It's already against the law so JUST BUILD BIGGER PRISONS for all the Japanese perverts. They won't be missed.

Parade the users, providers and viewers of child porn in public. Humiliation seems to be a big deterrent in Japan.

For Japan, cut the lip-service laws and start punishing people, first passing laws that even POSSESSION of kiddie porn will be punished. Until recently uploading child pornography was not even illegal, and they still really don't enforce it unless it is a serious kiddie porn ring or something. Next, get rid of any and all manga that involve depicted child porn -- it is not "art", and should not be justified by people attempted to call it art or suggesting cartoons with children being gang raped is 'freedom of speech'. Stop sexualizing children, and charge those companies and people who do. For this to be clear, though, it needs to established that consent after a certain age (like 16, as is now the case, I believe), is not "child pornography" despite the 'models/actors' involved still technically being children (change that, too).

First and foremost, though, Japan needs to get with the times and ban even personal possession of child pornography, with serious punishments. It is extremely easy for the police to find websites that solicit customers for sex or for such porn, and they could EASILY track down the owners and do some serious damage to the business. But they don't, for some reason, and the world rightly mocks Japan for being so laugable and behind on the issue.

When the countries individually crack down on it and close their borders to it instead of being open to it (such as some SE Asian nations), and serious punishments come into play, the problem will decrease. It'll always be here, sadly, but it can be dealt with more effectively than it is now.

Much, much stronger sanctions. Selling and/or buying child porn should send you to jail for a lengthy period of time. Imo similar child abuse.

Worldwide offenders database: if you have downloaded, bought or sold child porn you're in it for life.

Strange that most of the comments only focus on strict punishment, public humiliation, strong action, heavy penalty, imprisonment etc which is kind of no brainer approach for any crime in general.

If any of the above actions had ever worked till date then most of the flourishing industries(liquor, arms possession, drugs, tobacco) wouldn't have been around today. If there is a huge sum of money riding on this child porn related crime then be assured that it won't stop by any easy means as highlighted above. Thats the thought behind my initial comment above "How big is the industry is in terms of dollars? Who are the prime buyers or viewers of these stuffs?".

I would say somehow this sudden flourish of child pornography is inter-related to rampant child smuggling in other third world countries. Japan is only noticing one of the many consequences of other growing child related crimes in rest of the world.

It's a hard problem, if you google "virtuous pedophiles", there are some who admit attractions to children, but never actually harm anyone physically. There are currently no culturally acceptable ways for these people to satisfy their desire. In an idealistic world, with Virtual Reality and what not, someone may produce VR simulations of digital 13 year-olds (not real children), so to reduce the demand for real ones, until then, nobody has any real answer, shady dealings will always be part of reality, no matter how hard the punishment is.

Possession is prohibited and legally punishable in Japan.

It is not extremely easy "to find websites that solicit customers for sex or for such porn." From what I've read, those who seek such materials use encrypted chat rooms and software like Tor to hide their activities. One of the biggest busts in recent times involved a server in Ireland that could be accessed only through an obfuscated "onion" URL on the Tor network. The person running this operation was Irish, not Japanese.

This bust required major work by the FBI and coordination with the police forces in other countries. Anyone who can easily be found is either going to be a very small player in this sordid business or very, very dumb.
