soak a handkerchief or a small face towel and clip it in front of a running electric fan, it's not as cool as a real air conditioner but it does take the edge off the heat. It's a cheap and easy swamp cooler. Another tip is to ventilate your home by opening doors and windows that are out of the afternoon sun. I was born and raised in a tropical country and I can assure you these techniques are effective.
What I would like to do is to put those blinds on the outside of my windows, but there's nothing to fix them to the wall or windows, so it might get blown away. I do draw the curtains, but that doesn't stop the glass from heating up.
I try to use the electric fan instead of the AC. Helps save a bit of money too.
It would help if Japan knew how to build buildings with better insulation - hot and stuffy in the summer evenings, and just as cold as the outside in the winter.
My south facing veranda is in full leafy glory from the grape vine in a big container. That and the goya plant are helping keep the sun from heating up the french doors. Plus, wearing a damp long towel draped over my shoulders...
Greenery, though that falls under civil planning, not something the individual can do.
Since the topic is eco-friendliness, room fans with a DC motor use a fraction of the electricity of an AC motor one. Something to look out for when buying one.

Keeping the blinds pulled so the house is dark also helps.

I like to sit at home in my y-fronts under the aircon.

I'm lucky to have a 1/3-acre screened and treed backyard, so I just dump the clothes. Being naked in a private backyard is uplifting and natural.

Be careful of chikans, and mosquitos attacking the ballz and short chain.

Do what the old-timers do: sit outside in the shade, and just 'be.'
