Sorry, but Kugenuma is filthy, usually has junk slop waves, and rude locals. International surfing manners are roundly ignored. It's a good place to avoid. The few good(relatively) days are ruined by the local chumps. Much better surf in Chiba, but similar locals.
An interesting question. How about you just choose the dozen beaches from the world surfing tour. However, they are not all beaches. Some are just reef breaks. Teahupu, Cloud Break, Margeret River are not beaches, but have some of the best surf breaks in the world. In Australia you have Snapper, Burleigh, Shark Island and Bells, none of which are beaches. Then, you could mention the really dangerous places like, The Right in S/W Oz and Shipsterns Bluff in Tasmania, neither of which are beaches. One of the nastiest beach breaks in the world is Hossegor in the south-west of France. There's some serious board and neck snapping action. Some more Australian beaches to mention are South Straddie, Duranbah on the Goldie, Manly and North Cronulla in Sydney and Merewether in Newcastle.
Everywhere has its day and the surf is always good somewhere.

Bali has beautiful looking waves, but when you go up high and look down at the water, the amount of scuz growing in it from polluted run off is outright dangerous. You cannot get any health reports. I would not go in there the last time I was there.
Shirahama in Japan is great too. Very blue and quaint.
Malibu, Huntington, Trestles, Black's, Rosarita, Ollie's, Diamondhead Cliffs, Restaurants,, so many more. Inamura (when it's going off), Haleiwa, Public's, yes Sunset and Waimea. Not Kookehnuma!
Never met anyone that can surf the North Shore of Hawaii. All big talkers say they can and have, but when the waves are small ok...but when big, no way. I have been there many times, and no way would this skilled dude enter those.
It has to on the Hawaiian Islands, Oahu North Shore, the surf mecca and home to some of the best places to catch waves in the world and also attracts the best surfers in the world. They host the world's premier surfing championships including the Super Bowl of wave-riding, the Vans Triple Crown of Surfing.
