Obviously its because this is meant to be a counter to China's economic rise. We are in something of an economic cold war with China right now, strange as it is, what with trading with the enemy and building factories in their territory.

@Triring: You have the best answer so far. China's has only a token interest in environmental or safety regulations, worker's rights, international competition, etc. etc.

China can still deal with member of the TPP and members of the TPP can deal with China. If China want in on, say, any of Japans Arg imports like rice or sugar will have to stand in line waiting a very long time before a increase in import quota is considered. If China floated the yuen on the internation money market China would off been a main player in the TPP.
