Japan is the least likely country they have the meetings at to have large, disruptive, much less violent protests.
Japanese don’t protest in that way in general during these times much anyways, and certainly not by comparison to Western Europe or the USA.
With a decreased presence elsewhere, professional criminals will probably take advantage.

The police are in Tokyo to protect Scotty. He has an election, and wants war with China. Regarding Biden, only threat to him is NK showing off their shiny new hypersonic ballistic missile or a nuclear weapon test. Both of these, 18,000 police in Tokyo can do nothing about, as they will be in some remote part of the sea in international waters or underground in mainland NK.
using the very cheap Zoom, with a firewall, will save Japanese taxpayers probably about $35 million. And the disruption of daily life in Tokyo.

You can bet they will be watching and questioning all foreigners like hawks on that day. I remember when Clinton visited Japan in 1996. They actually let him jog around Jingu-Gaien park without closing it down to the public.

I have a few theories:
a) it gives the otherwise bored J-cops something else to do rather than racially profile and discriminate people
b) it's an invasion of the dreaded gaijin so they must be prepared and protect their precious, precious land
c) to show-off and overcompensate to look good in international spotlight
