A 2-year-old boy fell from the balcony of a third floor apartment in Amagasaki City on Friday, but survived with minor injuries to his legs, police said.
The boy was taken to hospital after his fall at around 6.30 p.m., where it was learned he didn’t break any bones in the impact, and suffered minor grazes to his legs. The ground was wet from rain during the day, which police believe cushioned the impact to some extent.
The boy’s mother, 40, noticed her son had fallen when she heard him crying, and looked over the balcony to see him standing on the first floor below.
Police said the boy appears to have climbed up a small bench set against the 120-cm-high balcony wall. An officer from the East Amagasaki police station said: “The boy was very lucky to survive with just minor injuries. Children can climb up places you might not imagine, so I hope people watch out for things like that.”

Heck, I would have broken both legs and my back or my neck if I'd fallen from a 3rd floor balcony.

If I'd been me, she would have seen me lying on the first floor in agony or unconscious.

There seems to be a story like this every other month. I don't know if this situation happens more in Japan, or if it's just reported more, but I think baby-proofing lessons would be a good thing in Japan.

Parents in Japan seem to be very caring, yet very naive and lacking common sense when it comes parenting. What disturbs me most is when I see children standing on one of their parent's lap in the front seat of the car (or between the seat and handlebar of a moped).

I think NyahK hit it right, the parents are very caring just most of the poor women are naive (just because in their society men still work and women still child rear). They need some sort of parenting class high school kids have to take before graduating school. Things have changed and kids move out of the house now. Japan used to be more of a single home for the family, now without obaasan there to help teach the new okaasan, the learning falls through.
