It is crucial to return looted art stolen during the war to its rightful owners. Unfortunately, there are still many paintings and artifacts taken by the Nazis that have yet to be returned.

The actual perpetrator of the actual theft may possinly be still under investigation.

Not possible as it is well beyond the statue of limitations. How he got the objects is still being researched, but in the long run, it doesnt matter as they have been returned.

Perhaps the Spanish and French did the most looting or destroying of precious irreplaceable artifacts tho !

The people responsible for the looted art are likely already deceased. Provenance means everything to prove the rightful ownership.
