Currently, countries and regions are divided into three groups, with most in the lowest-risk "blue" group.

Staff shortages probably.

A women I know got accepted by JAL, then bingo, she is unemployed, because of COVID-19. She spent nine months studying English after graduation to get accepted. She works in a combini now.

Travelers from countries and regions in the group need to show pre-departure negative COVID-19 test results but they are exempt from quarantine and testing upon arrival in Japan.

And they need to be boostered or quadruple jabjed.

Japan has reopened its doors to foreign tourists, albeit those on packaged tours, by accepting visa procedures for leisure travelers since June 10.

So while most of the world has been accepting foreigners sans tour packages, Japan is still in the dark ages, yet they show that they're accepting tourists. That don't fly.

That should help to accommodate all the people who it turns out aren't signing up for those stupid guided tours where some snitch follows you to the bathroom and guards you to make sure you don't stand to close to any of the holy Yamato race...
