I can testify to the fact that here in Okinawa they are taking this seriously. I have quite a number of friends and acquaintances who work at the Fire Department here and they have, sometimes as much as 4 days a week, language lessons, when they are on duty
Seeing as how the Fire Department is also responsible for ambulance services, I give them credit for working to improve their communication skills.
