Such three-way calling services, provided in languages such as English, Chinese, Korean, Portuguese and Spanish, were offered fully in seven of Japan's 47 prefectures, including the popular tourist destination of Okinawa and Nagano Prefecture in central Japan.

I can testify to the fact that here in Okinawa they are taking this seriously. I have quite a number of friends and acquaintances who work at the Fire Department here and they have, sometimes as much as 4 days a week, language lessons, when they are on duty

Seeing as how the Fire Department is also responsible for ambulance services, I give them credit for working to improve their communication skills.
