A 4-year-old boy was run over and killed by a dump truck in an indoor parking lot in Kameyama, Mie Prefecture at around 4 p.m. on Sunday. The boy was the eldest son of a 37-year-old Bolivian company employee, police said.
According to police, the boy was on the second floor of a store car park after closing time when the accident took place. Police said the driver, another Bolivian man, may have set off without due care and attention. Investigations are ongoing.

What a horrifying story. As a parent I would hate to imagine the level of emotional trauma faced when the boys dad realized or worse yet saw what happened.

The police are investigating; it is a police matter, it belongs in the crime section. I agree with King, if it had been a Japanese child killed you would have put in it the crime section.

Good luck proving the due care and caution bit. Japan seems to expect people to sprout a magic forcefield of detection when they get behind the wheel, and pedestrians who hold all the cards are held blameless depite using none of the cards they have. I can't believe he has not been charged with negligence yet. I suspect nationality of the poor boy with parents on cloud 9 is the reason.

What I was referring to was the comment about the boy's parents being on cloud 9...how on earth could parents be on cloud 9 after their child was killed???? I am pretty sure most parents are devastated if their child dies, not incredibly happy. That statement made no sense.
