The partial lifting of the state of emergency comes as the central government is seeking to revive the economy, hit by plummeting household spending and the absence of foreign tourists.

So this decision is not based on Science at all. Its all about economics.

the answer isn't to open up prematurely. Its for the gov to provide these business owners with a monetary lifeline until the pandemic subsides and after vaccines have been secured and administered
