I completely get the sarcasm in the above remarks (and agree)....
Always trying to find the silver lining I will concede ...this may not be such a bad idea considering what has happened in the U.S. in some of the vaccine rollouts but it is best for Japan to just get on with it for those who want to be vaccinated and do not have conditions which may result in adverse reactions to the vaccine.
After more than 1/4 of a century here this is certainly not surprising news......My experience performing engineering work here is that Japan is (can be) very strong at planning but the reaction time to crisis is slow. This is Japan...I know...however sometime the system works against the best interest of everyone in times of crisis.

We know how efficient and prepared they have been from years of drills and simulations
against earthquakes, fire, floods and very soon to be added to the list snow.

Five years ago, the company I was working for was hired by one car manufacturer, because the tops of the company heard about hacking from Russia and China. I can't get into details, but we were given to try one exact attack vector (your zebra suit) and their IT was told about that (your hunter staff) and also defined a particular day (Saturday). We were also asked to do it on premises. We came, their IT staff shut down their network for the moment when we started what they requested. Their network was down, so we released report that the simulation went well for the company, because the requested attack vector failed (because the network was shut down for few moments.. on Saturday). Their company was happy and I am sure their IT got promoted. They essentialy wasted their money for simulation that they knew will end good for them.

Or Maskots with oversized needles thrusting at people to reassure the public they are doing something?

This reminds me of drug sniffing dog training at Narita. Buffoons put drugs in someone's suitcase and had to knock on the hotel door to get them back after the test failed. Luckily, the person didn't accidently take them to another country....could have been very bad.

Doing simulations makes perfect sense. Approval of the Pfizer vaccine in Japan is currently scheduled for Feb 15th, so for the next 3 weeks the more that can be done to streamline the vaccination process, the better.
More interesting issues are:
why it is taking Japan so long to approve a vaccine that, as of now, has been administered to around 70 million people worldwide. Just what is the Japanese approval system adding to the process, aside from hankos?
why the simulations haven't already been conducted. The vaccine did not suddenly appear out of the ether this morning.People tend to say that Japan is good at planning, and poor at reacting quickly to a changing situation. On this issue I don't see much evidence of planning - see also the inability of the government to secure enough hospital beds or dedicated hotel spaces a year after the virus appeared.

They do this so they can write a "rule book" telling the people exactly what to do. This is Japanese culture.

Wow, a simulation.. But first, let's project it into an Excel sheet from a document, that was faxed to us, which was printed before faxing from a PDF. Then let's make a daily report of that simulation, then a weekly report of that simulation and a monthly report. Fax it few times, hanko here and there. In the end, print it into PDF and put that screenshot into an Excel sheet again. Because why would we share the first Excel sheet, right?
Our government should wake up. It has been more than a year. And we always react so slowly, despite we can see what is happening. China by the end of 2019 - rest of the world was wondering what the duck is going on, our government was "nah, it's OK". January 2020 - all of the world was pretty much in crisis already, Japan was "nah, it's fine" and few mentions in TV. End of January/February 2020 - countries starting shutting down, preemptive meassures, keep people separated. Japan shuts down Diamond Princess, infecting even non-infecting people. A human Petri dish. March 2020 - TV starts witch hunt and craze, scaring people to death, releasing conflicting informations. But yeah, we have enough time to have meetings, filling reports into Excel sheets, wasting time. Yeah, preparing is one thing, but things don't always go according to a plan. And Japanese are known to be very bad at improvising or solving non-standard situation that hasn't been in the preparation.
We want to hold Olympics, but we lie about real numbers. How come that hospitals release numbers, which do not add up to prefectural and then national reports? But still, we don't test enough people. That's the best way to keep the infected under control, because if there is no test, there is no infected. Logic.

This is so ridiculous, Japan is doing a simulation, and to check to see if the vaccine is safe! So far there are 56 countries that are vaccinating their citizens. And Japan "ordered" enough vaccine for all their citizens. Has Japan not heard that several countries that have have started their vaccine process are having a hard time actually receiving the vaccine. Again Japan too little too late.

Is the normal flu jab in Japan of any reference here? Tens of millions normally get that a period that's only a couple of months, just at regular clinics.

I can't believe the snarky comments (from some I can) when it's obvious that what they are doing is a check on the logistics of mass vaccination, e.g. lines of people around the block which you don't get when people go for their flu jab. They need to know just how many people one vaccination team can safely throughput taking into account eligibility, distancing, storage and delivery of vaccine to the point of use etc. Better to know in advance and plan accordingly than to have chaos.

Sorry, but this has been done elsewhere already. You don't need to reinvent the wheel again and again. And Japan is doing exactly that - always do things in it's own way, fill sheets, populate charts, fax, hanko stamps everywhere and just waste time, resources, money.
This is different situation than waiting if a vaccine is safe or dangerous.
In March of 2020, many hospitals did not even have a strategy how to deal with the new virus. I mean, the government did not have anyone to think of such situation and therefore they didn't provide any manual. So many hospitals have made up their own procedures, often over the top one. However, just the fact that the government was panicking and making people scared didn't help the situation. Crisis management is one of the most basic, fundamental things. But Japan fails so bad in crisis management. Because if it's not in the book or if it did not happen before, no one knows what to do. Not even if you had the chance and learn from other countries where current situation occured way earlier. One would say, our dear government had the time to prepare and take preemptive meassures...

Really A simulation? Can they not visualise it many hospitals already administer vaccines can you not ask them how they would do it? Surely the data ... Oh wait I just realised it.. Taro Kono is just showing he is doing something while waiting for the arrival of vaccines better to be seen and heard doing something rather than seen as just waiting...

Its like walking over ichi man bills to pick up 500 yen coins. Just acquire the dang doses and line us all up and lets go already. Do not need your bureaucracy and your stall for time to figure out how to fleece the local municipalities out of yen. Just get it done. This P.M. really a lame duck man. nah, the main problem is that the PM is not just a single man in power. He can never decide anything without going through army of people doing some kind of "work". And then there is the Central government Prefectural government. Like a chain of command in the military, except the government not being effective and being unable to make decision without worrying they will be blamed.
And recently, I feel increasing number of anti-vaxxers in Japan or people saying "nah, we don't know what it can do in the long run / if it's effective". I've never experienced such thing in the 30+ years I'm living here.

A simulation? Is this like when they get someone to dress as a zebra and simulate catching it before it escapes the zoo (and then real animals DO escape despite their amazing "simulations")? Why not just do it already? As it is, Japan MAY hit immunity in October at the earliest, and there's no way they can come close before Olympics to even achieving a fraction of it.

Perhaps 'simulation' is not the correct term. In Japan, we are tired of all the "drills" and "simulations". (We've all seen the 'supa-computa' simulations of sneezing on the news)
In late 2020, when most other countries began evaluating their capacity to administer the upcoming vaccines, news reports used the terms "walk-through" or "rehearsal" and "practice". These all 'show' some action is being taken, not just 'talking and simulating'.
Well, today is Wednesday. We hope it goes well and we will learn the results tonight.

I cant understand for the life of me, why do you need to simulate a load of people either from nursing homes to people that live at home, the people who will be giving this jab will/should be trained nurses, doctors, or even retired nurses and doctors, they have given countless injections over the years, why do they need to simulate this? its just mind boggling, and as for the end of Feb, what a joke sorry, as soon as a flight lands with this stuff get it out there, get it into nursing homes etc, i am sure there are suitable indoor venues like a backet ball arena, sports halls at a local school. in the UK were heading towards 6 million jabs these are the first of two jabs, in the USA 2.2 million her is a link to the world wide injection rates. and Japan wants to start at the end of Feb??? https://ourworldindata.org/covid-vaccinations

Sarcasm and unproductive criticism gets us nowhere. And I agree with others, this is necessary to determine logistics of implementing vaccinations. I am sure that even after the results are provided each prefecture will need to "tweek" it make it work for their demographic.

You know, here in the USA 20,000,000 people have been vacinated. The evening news whines and complains night after night about the lack of cordination and the lack of supply. They also cant figure out why there isnt enough vaccines. I beleive the nightly news here is geared towards 12 year olds. No offense to that age group. There is something I like about Japans approach. Prepare in advance so that when the doses arrive hopefully everything will be in place. It seems efficient.
