The requirements include the existence of a cease-fire agreement among warring parties.

How can japan possibly understand the complicated political and religious background there? Also there is no ceasefire. I’ve been to Egypt quite a few times. It is not just govt and a few rebels fighting. In middle Egypt I had armed soldier escorts. In the Libyan desert I had to cover myself for fear of kidnapping. In Sinai, Bedouin’s hate the govt. then there are Copts, Shia, shite, nubians etc. and Israel is very close by. Many radicals, bombings and revenge attacks. And of course, oil.

i don’t wanna sound negative and the Red Sea is one of my favorite scuba diving locations, but look at the mess South Sudan is in after japan went there.

You don't get it,  Sinai is the home ground of ISIS and Al Qaeda of the Sinai.
