What should have been initiated and coordinated by the central government at least 6 months ago, based on the knowledge about the Delta variant coming from overseas, was dumped on local governments once at the last minute with no plan. With this kind of negligence, many in administrative leadership positions should be investigated for dereliction of duty.

Cases began to rise substantially in mid/late July, which led to...
As it got worse, as anyone (intelligent) on earth could expect, it led to...
And now, Sept 6th, the government is still trying to get together "emergency" facilities.

They seemed to have no issue handling Covid issues when it was for the Olympics, but when it comes to the second class general public, they can't manage.

Agreed.
And in other news, Taro Kono, the Administrative Reform Minister who is overseeing Japan's vaccination program, has a very good chance to win the LDP party race and become the next Prime Minister.

In words: one hundred and thirty thousand COVID-19 patients are recuperating at home in the country (JAPAN!!).

This is to be expected, and this is exactly what has happened in other countries. Here, however, they just sat back, watched the Olympics and waited, thinking that "it will work out".
If the health system in a modern, rich and developed country (not a developing one) asks you to stay at home and be treated at home (by yourself), then that says something and speaks for itself.
And despite all this (being treated at home, staying at home, lack of beds due to the spread of infection,....) the government leaders have the audacity to keep repeating this, declaring low numbers:

So, they will have the sites and probably the necessary equipment but not the staff?
How about some medical university students in their last year?
good point but far to logical for these dinosaurs. They will just burn tons of cash on some unthinkable idea which will need 20 meeting and hankos to get approved

It really seem like this Health Ministers is hell bend on doing as little as possible to avoid deaths. No doubt the minister has been told to prepare for case number to rise and when the peck of cases will be and even where the rising case number will be by his advisors but has did nothing to prepare. You really have to ask yourself way ?? It seem to me it is a huge pain of parting with money to spend on health and relief payments but no pain when it comes to the money for the arms forces.
