This is terrible and is becoming almost annual. There are literally millions of empty houses in other parts of Japan maybe some people from these danger zones could head there for a couple of weeks at this time of year?

You've really described the situation for nearly every population center in Japan - all on flood plains abutting rising ocean levels. The long-term problem is of such a magnitude that there is really nothing to be done.

Hiroshima prefecture lies in the middle of Chūgoku. Most of the prefecture consists of mountains leading towards Shimane Prefecture; and rivers produce rich plains near the coast and make it a natural bowl for the collection of massive rainfall waters. The city needs to exam better ways of drainage throughout the entire prefecture, this is not the first time they’ve experienced flooding following heavy rainfalls. That said, our prayers are with the families and friends of those who’ve lost the life’s and we wish a speedy recovery for all.
