Japanese fishermen exceeding their quota of catches,
given Japans abysmal record of ocean conservation who would be surprised by this. at least the Russians fined them heavily for their actions.

Not maintained, they seized them so, it belongs to Russia as the peace treaty was never singed. Japan needs to realize that they still at war with Russia.
We should change constitution right away and start building our military power not rely on Americans.

This is a lot of money to pay for humble fishermen. Seems like the Russians simply did this to get easy money from Japanese . Outrageous.
