The owner of the Fukushima nuclear plant, ...

You mean Abe? Technically speaking the state has taken over a majority stake in Fukushima right? So by default Abe as leader of the government IS the owner.

I hope he takes the temperature by hand!

By that argument as Abe is measly the elected representative of the people, then you and every other tax payer is responsible! Good luck with your testing :)

The people who manage this company and their progeny should be forcibly relocated to temporary housing next to Fukushima Daiichi for the duration of the shutdown.

It's not the temperature you need to worry about, it's the radioactivity. The slug of melted uranium that is sitting underneath Chernobyl is still deadly to look at directly.

The Japanese people are the owners of Fukushima now that there is no more profit to be made out of it. Other nuclear plants which still make profits are kept in private hands to benefit shareholders. When they blow up they too will be handed over to the public. This process is called socialising the losses, privatising the profits, or something like that.
