Why are fewer tests a problem when anyone who wants a test can get one? Fewer people are requesting tests because fewer people have symptoms.
Even if you wanted to conduct more testing, how would you do it in a meaningful way? Would you set up a booth and offer free nasal swabs to random passersby on the street? The self-selection bias would taint your results. The sort of person concerned enough to take a covid test when they feel fine is also the sort of person who is probably still double masking, avoiding crowds, and furiously washing their hands at every opportunity; precisely the sort of person who is the least likely to test positive.

Ignorance is bliss.
Keep the testing low.
Stay happy.

Yes, 200 infections with a little over 2000+ tests. Number of tests for each day was removed and replaced with a 3-day average on J-gov's website.
When you report 7,390 tests every 3 days then only show the numbers for one day at a time. 200 infections seem like things are getting better real fast. However, the day only had 2000+ tests and 200 infections.
It does not look as good.

Sensible precautions taken - all the non-invasive standards PLUS vaccination!
You’d be a silly sausage not to.

Just goes to show how the vaccination program is working.
Close to 90 million people in Japan have now had their first dose, and over 75m are fully vaccinated.
