Horrible thing to happen, the anger that many parents have expressed online of how this was allowed to happen and even hidden to avoid consequences is completely understandable. How is the city justifying hiding the whole thing for 3 months without making this public?

Also, I know toddlers can't communicate as adults can, but didn't the parents notice? Weren't there any marks or bruises on the children?

Admittedly, I am not an early age child professional but somehow I don't think threatening one year olds with a cutter knife is good procedure.

You misunderstood. They received a report in August:

The case was brought to light after the city received a report in mid-August.

And talked to the head of the school, but he didn't say anything for three months:

The city interviewed the school head to probe the incident but kept mum about it for more than three months.

The article doesn't say how they eventually found out about the alleged crimes, but it does say that the suspect teachers have been interviewed:

The teachers admitted taking such actions but said they were trying to discipline the children, the city said.

I would guess that they interviewed other teachers as well, and that's how they got enough information to the teachers, as well as the school head, that they felt comfortable holding this press conference.

I wonder why they haven't already passed it on to police however. It seems worthy of a legal investigative eye.

The fact of how can someone harm a baby/toddler boy/girl is beyond horrifying.

I think that harming children puts that person in the position of being a dangerous person to society. Similar to the ones who harm little animals. If a person is capable of such cowardice, they are beyond the concept of wickedness.

In cases like these, I try not to focus on the offenders but in the recovery, in this case, of the toddlers. I hope they can forget in their little minds these horrible events.

All part of Japanese style discipline. The Japanese regularly cross the line between discipline and abuse with children. They have some pretty strange ways to discipline kids.

The teacher or teachers who held toddlers upside down by their ankles should be in prison for 100 days and held upside down by their ankles for an hour each day. The headmaster as well, if he had allowed this to go on after he knew about it. All schools for toddlers in Japan must now be thoroughly investigated for abuse of their toddlers.

I knew coming into this article that there was going to be a "this is a Japanese thing" comment. Yeah, Japanese regularly hang toddlers by their feet, brandish knives at them and rip off their pants. Child abuse happens by sick people worldwide. Why is every evil thing that happens a "Japanese thing"?

Is it true that criminal background checks are not required for nursery school jobs in Japan? I checked multiple job posting for pre-k jobs in my home state in the US, and they ALL required one. I’m so terrified to send my 1-year-old to houikuen here, but I keep seeing news like this.

This is Psychological torture!! Forcibly removing the children's pants and brandishing a cutter knife in a threatening manner. The teachers admitted taking such actions but said they were trying to discipline the children. Are these teachers idiots or what and the only thing that was done was they were reprimanded and allowed to leave the school which means they will go do the exact same thing to other kids. Unbelievable this is all about MONEY because the head of the school only took a pay cut. OMG he should be fired an on trial for child abuse along with the teachers for psychological abuse, these are kids they will never forget that trauma!!! This was total cover up by all that could have done something the city received a report in mid-August but kept mum about it for three months and the school head gets a pay cut!! Wow the children left with the trauma. All should those involved the head of the school and the teachers should be in jail, those in the city government who knew about it and kept mum about it should lose their positions in the city government.

But! This is a Japanese news website. You can not justify this kind of cruel behavior by stating it happens all over the worlf. What happens in other parts of the world is irrelevant. This 'is' a Japanese thing because it happened in Japan.

It's endemic to humanity. Where is a place where these types of things don't happen? Narrowing it down to 'these isles' is where people have a problem with the comment, as its essentially a bigoted view that the Japanese are worse than other peoples.

That's a major factor in the problem. They're too young and they can't express their experiences into words. It's psychological abuse to say the least. It can damage a child emotionally for life, give them trauma but they can't recall how/what/why for several decades, if ever. And it's the same effects for child sexual abuse/molesting, an evil that children are much too young to comprehend.

The staff of this joint should ALL be jailed for these vile horrible crimes!
