The Chinese are testing the ability and strength of JSDF forces. This way they know the response of Japan and the limits of its forces. Its a trap to gain intelligence. It is a test on the US forces in Japan to see how they respond and how far the US will go. The USA definitely had subs and surveillance aircraft and of course Satellites. its a chess game that they are playing and are very predictable on their motives. Also all military forces always announce war games as was noted to not make any re-actions from other nations whom think it as an invasion or offences. There is no reason to get rattled as that shows weakness. Japan and the US are watching and studying so its best to get along with life and show no panic or concern as that is also part of the psychological mind games they like to disturb and confuse and panic the adversaries. This is not new major news. When we sail, the Chinese observe and vice versa. The same goes in the Baltic, Black Sea and Mediterranean with the Russian Navy. It must be a slow news day because this has been going on for decades. The JT just realized that this is going on? It is a good opportunity to see the other guys in action so as to get a newer appreciation of the progress they are making so the more the better, just so long as they remember the rules of the road and don`t buzz the observers too closely.
