when I went there a week ago, there was no note in the observatory deck. It was very strange scenery and was a right moment that I feel the strong influence of COVID-19.

I don't understand yesterday it was 250 foreigner a day from selected countries and now Finnair is resuming his flights starting july?

Seems like it is meant for Japanese travelling abroad (?) They announced that they want to fly, but if they will actually do it depends on the immigration restrictions of the European countries they fly to.
