I don't understand yesterday it was 250 foreigner a day from selected countries and now Finnair is resuming his flights starting july?
For me it's perfect i need to go to Japan this july but i'm still confused if i can go or not

Seems like it is meant for Japanese travelling abroad (?) They announced that they want to fly, but if they will actually do it depends on the immigration restrictions of the European countries they fly to.
