The difference between how the U.S. government is handling this issue after the 1951 treaty, and how the South Korean one is handling theirs from 1965 is night and day.

There are differences between how the U.S. is handling these lingering issues after its treaty with Japan and how South Korea are handling lingering issues after its treaty with Japan. I wonder why there are differences. It couldn't be because the U.S. negotiated its treaty from a position of dominance and South Korea negotiated its treaty from an utterly weak position, could it?
