Yes, they certainly are responsible for some of the clusters. Especially in Okinawa. With so many locals working on base and US service people living off base, not having the same quarantine rules as others entering Japan was irresponsible at best. With Okinawa being one of the most popular destinations for domestic travel, you couldn't pick a worse spot for an outbreak.
Not all the outbreaks are the results of US military but they need to take responsibility for this gross error in judgement.
