They wouldn't tell anyone to evacuate anyway....to save face and avoid panic...

The emergency control building is not earthquake proof, its an old office or school building. KEPCO have stated it will take five years to build a new one.

What I have shocking about the Oi plant is there were no emergency power generators or emergency control center prior to 3/11?

-The existence of emergency plans just makes people worried.

-Worried people begins questioning safety.

-We cannot have people questioning the unquestionable safety of nuclear power.

-Thus, no emergency plans for the people.

Now lets get back to generating money for the nuclear village

The central government has earmarked $105 million to do feasibility studies, upgrade crisis management centers and take other steps...

Might as well put all that money into garbage bags, tie bricks to 'm and throw it all in the ocean. Then at least we'd know where it all went!
