Law doesn't restrict poor people from having as many babies as they want, with no physical or emotional support. Except some places that require child support from dads, but even those could depend on ability to pay.

What happened to the four babies and their whereabouts that he is alleged to have moved to Cambodia. How can he be also carrying a cambodian passport when Japan doesn’t　recognize or allow dual nationality. Too many simple questions are unanswered.
