The Emperor is an oasis of sanity in this unnecessarily complicated, messy and drawn out abdication process. Just let him sign the document, no ceremony needed.

Spoken like a true and honest gentleman. The guest list will be manipulated anyway by LDP with Emperor having no say. He probably wants only close family and friends at his abdication ceremony.

I have a feeling that he would like a couple friends of the 'foreign persuasion' to attend. He just doesn't want to risk certain foreign dignitaries crashing the party.
