This is a no-brainer. I am surprised however that the facilities are not 24/7 seeing as how Haneda is open 24/7 so should the child-care facilities as well!

a hospital i regularly attend has a daycare for staff. they tell me it changed their lives.

Airline and airport staff have to work early and late, so it makes sense for airports to have nurseries that cover those hours. The same goes for hospitals.
However, this should not be used to justify longer hours for regular childcare facilities where the parents work in regular jobs. The pressure needs to be on making working hours shorter, not on opening nurseries longer. Countries with large numbers of working couples have people working 9-5, not 8:30 to 6 or 7.
