The tuition for this academy 行知学園 ¥1,460,000 is higher than the private universities in Tokyo (humanities and social science) and the cram schools such as Toshin 東進.

The majority of the students coming to Japan, the real ones, do so because they failed to enter Chinese Universities. Education in China, and i hate to say something positive about them under Xi , is far better than the Japanese one.
their parents can afford the money and quite a few of those will use their child studying in Japan as a stepping stone for other activities in Japan.
The high ranking of the Japan universities are assured by the system that practically assures a degree once you pass the entrance exam and the exams themselves are not always what they seem as several scandals have proven.

I don't deny that point, but how about the degree of campus autonomy and free speech? Which I believe are essential for higher education. In research levels there arise ethical issues such as genetically modified babies or other ethically questionable studies which cannot be approved outside China (although the Chinese authorities may blush aside allegations). Unfortunately those critical areas seem not much reflect so-called global university rankings.

World university rankings show Japan has a poor ranking...

There are only two Japanese universities on the list, while China has multiple of them.
Not just poor ranking, it is simply a non-existent ranking for almost all Japanese colleges.
