Another attention grabbing headline that uses supposition to come to a conclusion. It's not the mass-murder that is bringing this change about, it's this here, that surprisingly enough, Japan is willing to change, to "international trends"

Japan has since changed its policy in line with an international trend to promote small group homes for disabled people to help them live in communities, rather than segregating them in remote facilities.

around-the-clock monitoring.

I guess the 'around-the-clock' must have stopped to enable this goon to run through the place killing people without being monitored. Hopefully, the move into smaller facilities will result in a more intensive kind of care. I'm sure the larger facilities are understaffed.

So make the place smaller, so when the next person does the same thing, the body count is lower. Makes sense. God forbid you hired a security guard.

Disillusioned

Are they understaffed because of the acute labor shortage we are being told exist due to the

sudden ageing of Japanese society?
