I wish they had decided so earlier. I had to apply 2 weeks ago and walking into, sorry I mean pushing myself into the overcrowded immigration office was like a bad dream. It's been 2 weeks so I guess I made it out alive, but even though most were wearing masks there was a lot of suspicious coughing going on.... Great.

Bashing Japan, you mean criticise some things Japan does terribly. Yet when foreigners actually have positive things to say like in this instance you want to bash them.

Serena, for your peace of mind, you could do two things. You could try asking at a main police station (not a small local one) or you could try ringing the immingration bureau to ask, (if you can get through on the phone), so you don't have to go there in person.

That is what it says in the article, yes.
If you go to the immigration office in Shinagawa, better wear a complete Hazmat suit. I am not fanatical about masks basically, but that place really was bizarre when I went there recently. Like Yamanaote line at rush hour, and you have to wait for hours.
