Decommissioning work of unprecedented scale and complexity takes time.
It's not like they've spent the past 13 years doing nothing. There are also small matters like reactor cold shutdown, decontamination work, reactor building coverings, ice wall, groundwater bypass, development/upgrade of ALPS, non-melted fuel removal, reactor surveys, robot development and deployment, treated water release, ocean surveys, rearing of fish in treated water, etc. etc. etc.

It will take more than 50 years to remove the melted fuel if it can be done.

The radiation level of the melted fuel is 15 SIEVERTS per hour. it will take tens of thousands of years to cool.

Thank goodness the politics of this country is stable enough for constant diligence and persistence across many national administrations for this important work to continue!
Japan is setting a good example for the next country facing a nuclear meltdown. Inevitably, with so many nuclear reactors operating across the globe, there will be a next meltdown. It's just a matter of time.

Somewhere I read that this 'debris' is not like a mountain of bits, but more like an adamantine lump which is very difficult to cut through, except extremely slowly with diamond saw blades.
