Alfie, the powers that be believe that EVERYONE on the planet is just gagging to come to Japan and will happily work for peanuts to live in the Yamato paradise. (Of course, if you ask the Eikaiwas and Hakken Gaishas they can't find any native speakers to teach for them anymore. LOL)

Don't get me wrong.... but most young people in the world already thing Japan is "Cool". Japan needs to promote the great mountains, hiking, and skiing. All that snow falling on those poor people in Niigata.... someone needs to build a Japanese Snow Kingdom up there similar to a Kyoto feeling.... but one where you can easily handle the snow to make it easy for tourists to get around. Also think about the swollen rivers come spring time... Japan is pretty amazing and beautiful... don't waste all your money advertising for Manga. The Government should be looking for foreign money to produce hotels and resorts... one's that will work. Not the idiot ideas they had 30 and 40 years ago during the bubble. Japan needs put together some rigid zoning laws that will get rid of the eye sores in beautiful touristy areas. The Cool Japan, overall is a waste of time.

Why the focus on anime?

Just let Netflix do its job with anime. Netflix sponsored anime series are far more watchable to foreign audiences than Japanese funded anime.

Why would a talented person come to work in a Japanese company?

I think they usually follow an aged based hierarcy or some Tokyo Uni grad.

Does racial background have a point system as well for applicants?

I went through my old papers to toss unneeded junk this past Saturday. I came across my old application and supporting material for the Permanent Resident application. There were no checkboxes for selecting racial background as there are in America. The list was long, but was doable. One interesting letter request that was not on the list required me to send in photos of me happy living with my Japanese family.

Papers went to the garbage by the way.

Talented Manga people can work from their home states/countries. Internet world makes that easy. They would be happier and wealthier in their own countries getting a Japanese salary even if meager deposited in their local bank account and currency.

No disrespect but I’m pretty sure Japan doesn’t need any more people who just draw anime. Can’t they just draw it from where they already live and send it? Why permanent residence?

It isn't just anime they are talking about. It also says illustrators and illustrators are used in advertising, visualizing ideas for companies, making of toys, storyboarding movies, creating children's books, you name it. This world would be boring without us. If you aren't a slave to an anime producing company, you work for contract per job and you really need to be in the country to do this. Networking is really important and there are jobs you can get from foreign, Japan based companies as well. One contract I got was for a toy they wanted to use my illustrations for. Unfortunately Japanese clients like to have meeting after meeting which meant me riding my bike down to the headquarters once a week or more for several months. It was worth it though. I am lucky to have a spousal visa, but I have numerous professional illustrator friends, not in the anime biz, to whom this is welcome news. Be easy on us. We and are not leaches or flakes or using the system, but can use all the breaks available. This is good news.

Here is another way illustrators are used. Let's say a well known, very big technology company wants to make use of some new sort of technology, but has no idea how to use it. They may go to a company specializing in visualizing or brainstorming ideas(yes they exist). These smaller companies hire illustrators on contract to visualize the idea that the brainstorming company will present to the big corporation. This is real and yes it it boosts Japan's exports abroad. This is not kids stuff to satisfy one's boredom on the train ride home from work. These jobs are hard to get but pay well and the skill that is needed is great.

I know other foreign illustrators who help generate those 3D realistic renderings of condominiums, you all get in your mailbox. Not easy to draw and not just for condominiums.

why only expertise in animation and illustration will have such benefit in japan or is it because of the low salary wage? there are many medical engineers and other skilled expertise who already know much about Japanese culture, at least they should have such benefit too.
