This situation is going to continue for a long time still, and people are going to suffer because of the loss of their roots and lifestyle, that only 8 people are interested in going back seems to indicate that people are giving the place for lost already, maybe they don't trust the government saying it is safe to return.

Not only Fukushima nuclear disaster, also about atomic bomb or other environmental pollution such as Minamata, Government or authorities or corporations had tried to make contamination risk look small historically.
But, places where nuclear plants of Japan locate are already depopulated area in many case, nuclear disaster boosted depopulation.

The amount of radiation considered safe by the Japanese government is twice that considered safe at Chernobyl.
