Japanese gov't may be using own info sources to decide this decision. Right now, US gov't and Trump are too busy arguing about sexual misconduct of elected officials every day.

Which countries are more against Japan? N. Korea or S. Korea? Japanese government may be evacuating Japanese from South Korean Government.

And what happens if NK launches a Nuclear attack upon Tokyo... no information has been provided by the Government upon what to do, head to the nearest earthquake/disaster assembly point and then "duck and cover" ?

The whole NK warmongering is so overblown. If war actually happens on the peninsula it would be over before you woke up in the morning. NK's war toys are obsolete and laughable compared to the U.S. military might. Sure they would "claim" to fire missiles into Seoul or over to Tokyo and maybe Guam, however you can bet that the U.S. has plenty of contingency plans to deal with any scenario like that.

There is a time constraint.

Evacuation would be interdependent on the premise that forewarning allows a window of opportunity.  

The Pyongyang dictatorship political social structure, a harsh totalitarian system, may opt, if cornered a pre-emptive first strike strategy.  

This has to be communicated clearly. The practical realities into planning/compiling theoretically the evacuation of some 38,000 Japanese nationals sound fanciful wishful thinking.

Actually there are lot of Korean in Tsushima. South Korean believe Tsushima is the island of their nation.
