Yes, they will make a decision in September, but it could take another decade for them to develop the necessary machinery to do the job.
It seems it was a narrowly avoided 'China Syndrome', especially considering the TEPCO leader at the time told everybody to run away like scared cats. It was PM Kan that told them to get their assets back in there and cool the rods. And, this same TEPCO leader took 3 weeks to even admit there was a meltdown. He avoided prosecution by dying.

Whatever you do, feel free to take your time. There's no rush at all. Much more pressing matters to deal with in Japan, such as spending money you don't have on the Olympics.

um, its one of three melt through nuclear reactors, after 6 years. They are using undersea robots because the most stupid idea is to flood meltdown reactors with salt water, or they have no technology? Any experts out there?

it took them only 6 years and huge amount of our tax money to get publish useless low quality picture of something that is "highly likely" to be what they think they are looking for, probably enough for TEPCO to ask more money to build more remote controlled camera.

Yeah, they should begin removing the melted fuel tomorrow. Who needs a plan, it isn't like the stuff is dangerous.
