Maybe the Korean company won the bid - they're closer to Guam than some company in CA or elsewhere in CONUS. Korea is an staunch ally, by the way. Anything sensitive will be built by US contractors.

I would like to know why a South Korean company was doing all this construction and not and American company.

They are building the barracks for the construction workers that were to build the infrastructure. Nothing classified in that so there's no worry about "Foreign Nationals" doing the work. As Ultradork pointed out, S.K. is a heck of a lot closer to Guam than "Cali", so their bids are almost ALWAYS going to beat an American company's bid.

Ever since being won from Spain in a war like a trophy, yes.

Still, unlike Okinawa, I know of no significant demonstrations against the U.S presence in Guam. So better there than Okinawa.

The Yanks are coming home, so to speak. Just get out of Okinawa and many other areas in Japan and SK. Developers are just waiting to grab the land, so beware, otherwise the government will have a big sale for the property.
